The Chronicle of Higher Education is reporting that SEVP will impose new restrictions on colleges and universities that enroll foreign students who may not be proficient in English. It appears that SEVP-approved institutions will be required to issue separate I-20s to students who must improve their English prior to participating in regular academic courses. These students will be obliged to demonstrate English proficiency before they will be issued a second I-20 for conventional academic study. An excerpt from the Chronicle article can be found at:
