According to Arne Duncan, the Secretary of Education, the extension in the final version of the Department of Education’s “Gainful Employment” regulations was designed to give programs “every opportunity to reform themselves.” While some see this as a victory for the for-profit lobby, Harris N. Miller, president of the Association of Private Sector Colleges and Universities, sees it as “a back-door way of price fixing.” The Chronicle of Higher Education has the story:
