An interstate commission is drafting an agreement that will make it easier for university online programs to meet “state authorization” regulations. Even though the Department of Education’s original “state authorization” rules were blocked by a federal appeals court, many administrators fear the issue will arise again, posing a serious threat to interstate online program providers.
